Match the actual MCP catalog to the compiled Kuna capability owner and shared session/view contracts. Fail if declared native operations lack named tools, and preserve existing output artifacts. The actual MCP generator reproduces the corrected 16-tool SSH baseline with verified cleanup. This prevents another evaluator allowlist from hiding function discovery.
