GamerDubzandClaude Opus 5.5 a34e48b35b test(release): cover plugin manifests in the publication history check ...

The release-only allowlist gained both plugin manifests without a test
naming them. The publication history test now commits both manifests in
the release commit, so it fails with "Product changed after notes target"
if either path is dropped from the allowlist.
