* fix(decompile): keep the output failure streak across external functions

An external function writes no file, but the streak counter treated its outcome as a success and reset to zero. With external functions interleaved between unwritable local functions, decompile_all never reached the documented five-failure stop. The streak now ignores external outcomes.

Fixes #7374

* style(decompile): restore the repository formatter output

oxfmt --check rejected decompileAll.ts after a local prettier pass reflowed an unrelated type alias. Restore it so the diff is only the streak change.

* ci: retrigger after artifact-download ECONNRESET
