ci: use re2_cgo (dynamic) on Windows CI, re2_static on Linux

Browse Source 
Windows CI uses pacboy re2:p with re2_cgo (dynamic libre2) for
testing. Linux CI keeps re2_cgo + re2_static (bundled static archive).
